The Legislation:

Although college education is increasingly necessary to achieve a middle-class standard of living, young people from low- and middle-income families still face disadvantages in getting the advice they need about the college and financial aid application process and sufficient guidance once admitted to college. The Coaching Our Adolescents for College Heights Act authorizes the Corporation of National and Community Service to fund a nonprofit organization to recruit and train 100 recent college graduates as coaches for high-achieving low- and middle-income students. The coaches would be placed in high schools with large numbers of such students that have historically low rates of college attendance. The coaches would work to build a strong college-going culture; provide guidance about how to enroll and succeed in courses for college-bound seniors; assist with the college application, admissions, and financial aid processes; aid and monitor students’ enrollment in and performance at institutions of higher education; and connect students with summer enrichment and internship programs.
