The Legislation: 

The Internet has transformed the transmission of information and communication in the last decade. Unhindered access to the Internet and its vast information is now indispensable to an American public that must work increasingly hard to hold bureaucrats, elected officials, and private corporations accountable for their actions. However, concern is growing about the potential for operators of Internet networks to restrict customers’ use of broadband services and monitor and censor legal content accessed via their networks. The Internet Freedom Preservation Act establishes a broadband policy for the United States based on the principles of net neutrality: an Internet characterized by openness, competition, innovation, and affordable and ubiquitous broadband service. The policy establishes that broadband ought to be free from unreasonable interference by network operators; be a vital force in the U.S. economy; be open and interconnected to enable consumers to access and service providers to offer legal content, applications, and services of their choosing; and be protected against unreasonable discrimination against content by network providers. The bill mandates that the Federal Communications Commission undertake an Internet Freedom Assessment to evaluate the current state of broadband services and consumer rights and analyze the benefits to the U.S. of an open broadband platform. The bill also calls for the FCC to conduct eight public broadband summits to obtain input from consumers, business owners, local governments, and others about Internet freedom and broadband policy.
